Sir,
I am directed by the Secretary of State for Foreign Affairs to transmit herewith copies of correspondence with His Majesty's Minister at Peking regarding a threat by the Canton Government to supersede the Maritime Customs Service at ports under their control. It will be remembered that a similar threat was made in 1918 and again in 1919, and copies of the telegrams which passed between this department and His Majesty's Minister at Peking on these occasions were enclosed in Foreign Office letter No. 46628 of the 31st March, 1919.
2. On both these occasions, arrangements appear to have been made direct between Sir J. Jordan, the Commander-in-Chief,' China Station, and the Governor of Hongkong, for the eventual carrying out of counter-measures in case of necessity. In view of the urgency of the matter it seemed preferable to follow that precedent in the present instance and leave it to Sir R. Macleay to make similar arrangements, and it is hoped that the Secretary of State for the Colonies will concur in the action taken.

A similar letter is being sent to the Admiralty.
